The impact of the fertility policy adjustment on the changes in the number of live births in Guangzhou

Abstract:Objective To explore the impact of the fertility policy adjustment on the changes in the number of live births in Guangzhou from 2013 to 2018, and to provide evidence for policy making regarding maternal and child health.Methods Data on number of live births in hospitals from 2000 to 2018 were monthly collected from all the midwifery institutions in Guangzhou. This study described the overall changing trend of live births numbers. The trend χ2 tests were used to analyze the differences in the proportion of advanced age woman and the proportion of women having a second child.Results The number of live births in Guangzhou increased year by year between 2013 and 2017. The number of live births was 219 348 in 2013, increased by 17 448(8.0%) in 2014, and further increased by 21 899 to 281 940 (8.4%) in 2017. In 2018, the number decreased by 34 957 (12.4%) to 246 983. The proportions of advanced age women were generally rising (P<0.001), as 9.8%, 13.8% and 18.5% in 2013, 2016 and 2017, respectively; the proportion of women having a second child were generally rising (P<0.001), as from 42.7% in 2013 to 60.3% in 2017.Conclusion “Comprehensive two child” policy has a significant impact on the changes in the number of live births in Guangzhou. The proportion of advanced age women and the proportion of women having a second child increased during 2013—2017, but declined in 2018. Government departments should appropriately allocate maternal and child health service resources according to changes in the fertility policy.
